AMANDEMEN KOMPREHENSIF UNDANG-UNDANG DASAR NEGARA REPUBLIK INDONESIA TAHUN 1945

ABSTRACT
The use of a phrase “Comprehensive Amendments on Indonesian 1945 Constitution” should be suited to point 3, article 1, and point 37 of the Constitution itself. Point 37 covers the phrases ‘the changes in Constitutional points’ and ‘to change Constitutional points’. Do the two phrases mean changes and to change comprehensively? When the phrase “Comprehensive Amendments on Indonesian 1945 Constitution” is used for proposing a change in the “Power for Constructing Legal Laws”, we might accept it. Point 3, article 1, and point 37 of the Constitution do not use the word amendment, but use only the word of change (or changes)
Aside from the phrase “Comprehensive Amendments on Indonesian 1945 Constitution”, the basic purpose of constitutional amendments should be “to make more perfect the Indonesian Administration, such by creating effective bilateral representative structures where the House of Representative and the Regional House of Representatives have balanced or symmetric authorities in the legislations”
The above aim of the constitutional amendments should be justified based on the framework of “House of Representative and Regional House of Representatives in their Authorities to Construct Legal Laws”
